General Information

The National Project Management Agency under the President of the Republic of Uzbekistan is a public institution set up in accordance with the presidential decree (PD-3150) “On the Establishment of the National Project Management Agency under the President of the Republic of Uzbekistan”, signed 27 July 2017.

The Agency:


Through its mission, the Agency boosts the efficiency and secures transparency of national and regional (local) programs as well as investment projects throughout the country, and a single information space for public procurement is being established.
We are open for communication with the business community and government bodies to improve project/design works and perfect the investment climate in Uzbekistan.


REGULATIONS
of the National Project Management Agency under the President of the Republic of Uzbekistan 


Chapter 1. General provisions

These Regulations define the status, principal tasks, functions, rights and liabilities, organizational framework of the National Project Management Agency under the President of the Republic of Uzbekistan (hereinafter referred to as Agency).
In its activities, the Agency is accountable to the President of the Republic of Uzbekistan.
The Agency is a public institution with rights of a corporate body, has a seal and letterhead reflecting its title and the State Emblem of the Republic of Uzbekistan, corporate treasury accounts at the Treasury of the Ministry of Finance of the Republic of Uzbekistan.
The Agency is guided in its activities by the Constitution and Laws of the Republic of Uzbekistan, Resolutions of houses of the Oliy Majlis (national parliament) of the Republic of Uzbekistan, Decrees, Resolutions and Directives of the President of the Republic of Uzbekistan, these Regulations and other acts of legislation.
In carrying out its tasks, the Agency interacts with public institutions, economic management bodies, state enterprises and organizations (hereinafter referred to as state bodies and other organizations), non-governmental non-profit organizations, leading project institutions, scientific and educational institutions, business entities, as well as international organizations, foreign companies and specialists.
The Agency's decisions taken within its powers are obligatory for state bodies and other organizations, economic entities, regardless of ownership forms and departmental subordination, individuals.

Chapter 2. Core tasks and functions of the Agency

The Agency pursues following core objectives:

8. In accordance with the assigned tasks, the Agency performs the following functions:
a) in the establishment, application and operation of the Integrated National Information System:

b) in improving the efficiency and transparency of elaboration and realization of national and regional (local) programs, investment projects financed from the national budget of the Republic of Uzbekistan, state trust funds, foreign loans and grants attracted by the Republic of Uzbekistan:

c) in maintaining the Integrated National Directory of Resources, which allows to form their objective market value, rule out incorrect technical assignments and estimates:

d) in the delivery of the integrated information space for public procurement:

e) in providing assistance in the quality and timely implementation of projects funded from the national budget of the Republic of Uzbekistan, state trust funds, foreign loans and grants attracted by the Republic of Uzbekistan, identification of unprofitable and low-efficient projects:

f) in ensuring the elaboration and comprehensive analysis of strategies for the introduction of modern technologies in state bodies and other organizations:
g) in the field of comprehensive technical and economic analysis of projects, including those under implementation, for signs of corruption and other abuses:

h) in the field of implementation of modern information and communication technologies in state bodies and other organizations, ensuring the functioning of the Integrated National Information System:

i) in matters of assistance in training and professional development of personnel in the field of project management:

9. The Agency also performs the following functions:

The Agency may have other rights in accordance with the legislation.
11. The Agency is responsible for the effective performance of its tasks and functions.
12. The Agency submits – on a monthly basis, to the President of the Republic of Uzbekistan – the results of monitoring within project management reflecting:

Chapter 4. Organization of the Agency's activities

13. The Agency is headed by a director appointed and dismissed by the President of the Republic of Uzbekistan.
14. Deputy directors of the Agency are appointed and dismissed by the Director of the Agency as endorsed by the President of the Republic of Uzbekistan.
15. In official status, terms of medical and transport servicing, Director of the Agency is equated with the State Adviser of the President of the Republic of Uzbekistan, and Deputy Directors — to the Deputy State Adviser of the President of the Republic of Uzbekistan.
The terms of remuneration of the Director and staff of the Agency are determined by the Coordinating Council for the implementation of the Integrated National Information System of Project Management of the Republic of Uzbekistan.
16. The Agency's activities are funded from the state budget of the Republic of Uzbekistan and other funds not prohibited by law.
17. Director of the Agency:
The Director shall exercise other powers in accordance with the legislation.
