Interview and a session of the International Press Club to discuss the Law of the Republic of Uzbekistan “On Public Procurement”

On May 15, 2018 in the Press Center under the General Prosecutor's Office of the Republic of Uzbekistan, and also on May 16, 2018, the NTRC will host an interview and a session of the International Press Club to discuss the Law of the Republic of Uzbekistan “On Public Procurement”.

This Law was developed in pursuance of the Resolution of the President of the Republic of Uzbekistan dated July 31, 2017 No. PP-3166, “On measures to further reform the system of state and corporate procurement of goods (works, services)”. 

The adopted law will ensure openness and transparency of state purchases, competitive activity of entrepreneurs in this sphere and will allow to effectively using the means of the State budget, centralized sources and enterprises with a share of the state. 

The law defines five types of procurement procedures, two of which completely exclude the human factor in making decisions on public procurement. In other procurement procedures, transparency is ensured by publishing the necessary information on a special information portal. 

Prior to the adoption of the Law, this sphere was regulated by more than 30 legal acts, and there was no integrity of the public procurement system, which caused legal conflicts. Multistage reconciliation and duplicate procedures created the prerequisites for corruption and entailed a significant loss of time. 

Therefore, one of the tasks in the preparation of the Law was the adoption of a single legislative act of direct action regulating state purchases and allowing to eliminate existing contradictions and obsolete norms in practice, to systematize norms, regulations, powers of procurement participants already in force, and create a legislative basis for implementation the best international practices in public procurement and the reduction of corruption-related factors in public procurement. 


Representatives of government bodies, business communities and experts in the field of public procurement, representatives of the media, international financial institutions and other interested parties are invited.
