On November 16, 2019, the National Agency for Project Management under the President of the Republic of Uzbekistan (hereinafter referred to as NAPM) held a meeting with the delegation of the Academy of Public Administration under the President of the Republic of Kazakhstan (hereinafter referred to as the Academy), headed by the Vice-rector Kosherbayeva Aygul Bedelbaevna.
During the meeting, the parties discussed issues of cooperation between NAPM and the Academy in the development and implementation of project management related to the activities of government agencies, including the establishment and organization of a system of certification of specialists for project management, organization and conduct of joint training programs and courses.
The Kazakh guests shared the experience of the Academy in the field of education of government employees, implementation of project management within public institutions and conduction of research activities, the role of the Academy in the implementation of high-stakes projects on social and economic development of the Republic of Kazakhstan.
In addition, the issues on activities of the centre for the development of project management in the public administration of the Academy were also highlighted.
In turn, the Deputy Director of NAPM V.Pak provided essential information about the activities led by NAPM.
The Director of the Republican Graduate School of Business and Management named after Abu Rayhan Beruni (hereinafter referred to as the Graduate school) R.Abduraupov gave information about the main directions and achievements of the school. It was particularly noted that the Graduate school had already established and implemented close cooperation with such leading business schools in Europe as Milano Business School and many others, including among other matters education based on “double diplomas” (double degree) model with the issuance of state-recognized diplomas in the Republic of Uzbekistan.
During the meeting, the parties referred to the lack of highly qualified specialists in the field of project management in Kazakhstan and Uzbekistan and the need to combine efforts in the organization of training and professional development of specialists in project management.
The importance of solving the problem of personnel training in the field of project management and professional improvement was particularly emphasized due to the fact that the government employees are hands-on implementers to carry out reforms, strategic projects and programs for the development of regions and the state as a whole. The results of large-scale reforms in Uzbekistan and Kazakhstan largely depend on the level of professionalism of government employees.
For the purposes of further strengthening cooperation between NAPM and the Academy, a Memorandum of understanding and cooperation was signed in the field of personnel training, promotion of project management in the public administration system, professional development and certification of government employees.
The Memorandum defines the key areas and forms of cooperation in the field of the promotion of project management, development of the regulatory framework that encourages modern technologies of project management, as well as in other areas.
At the end of the meeting, the parties expressed readiness to further deepening cooperation, identified a number of activities to be undertaken jointly in the framework of the organization and development of joint training programs for various categories of the population (government employees, training coaches and teachers, students, business leaders, etc.) using modern methods and teaching techniques in the field of project management.
