The Fund for Support of Digital Economy Development “Digital Trust” (hereinafter referred to as the “Digital Trust” Fund) under the National Agency for Project Management under the President of the Republic of Uzbekistan launches a pilot project of intellectually developed infrastructure (hereinafter referred to as the project) as part of the implementation of the Decree of the President of the Republic of Uzbekistan dated January 3, 2019 No. UP-5609 “On the development of an effective model of state regulation and management of the integrated development of the Jizzakh region” on the principle of “One village, one product”.
For the region, an integrated approach of this level will allow to fulfill the following targets:
1. Improving the economic potential of the region;
2. Creation of new intelligent jobs;
3. A significant reduction in gas consumption in greenhouses;
4. Providing the population of villages with environmentally friendly products;
5. Providing the population of villages with clean drinking water.
The project includes the construction of a small intellectual-industrial and autonomous infrastructure in the villages, which will include solar collectors, greenhouses and fisheries, water supply systems. The pilot project is planned to be implemented in the village of Pakhtazor, Mirzachul district, Jizzakh region.
Recall that the National Agency for Project Management under the President of the Republic of Uzbekistan four months ago installed water purification equipment in the village of Pakhtazor, which has shown its effectiveness and to this day provides the village with clean drinking water that meets all standards.
The created infrastructure of the project will maximize the use of affordable technological solutions to save resources and obtain high-quality environmentally friendly products.
In order to support the development of the farming sector, work has begun on the development of a single online portal where farmers will be able to share their experiences and receive advice from experts from around the world.
The portal will also perform the function of an agricultural market place with the possibility of selling products online, which will significantly optimize the process of finding customers.
According to a preliminary enlarged calculation for fisheries, payback periods can be indicated:
1. A farm with a universal installation producing trout, tilapia, carp and sturgeon with a volume of up to 2500 kg of fish per year will cost 487 million soums without delivery (installation of equipment is included in the price). The payback of such an installation is designed for a period of up to 3 years.
2. A farm designed for the production of African catfish. The installation will allow producing up to 15,000 kg of fish per year. Cost with installation without delivery - 583 million soums. Payback up to 3 years.
In addition, the issue of localization of the production of components or the whole system is being developed and it also will affect the final cost of the installation, as well as significantly reduce logistics costs.
It should be noted that according to the Decree of the President of the Republic of Uzbekistan No. PP-4005 “On additional measures for the further development of the fish farming industry” dated November 6, 2018, loans are provided on exemption terms. In addition, from January 1, 2019, fish farming clusters that annually produce at least 50 tons of fish will be exempt from all types of taxes and mandatory contributions to state trust funds. In addition, in 2019-2020, the procedure for compensation of interest on loans up to 50% issued by commercial banks will be covered if the loan spent on a wide range of works, which include the construction of pools, the purchase of special equipment, and so on. Compensation will be made at the expense of the State Fund for Supporting the Development of Entrepreneurship under the Government of Uzbekistan.
A preliminary enlarged calculation of the greenhouse economy shows that the construction of a 1-hectare local greenhouse using solar collectors will cost 985.6 million soums depending on the quality of the material used. The solar collectors of this system will make it possible to achieve an annual production of thermal energy of 91 MW, as well as produce up to 7,800 tons of hot water per year, of which 942.8 tons - in winter.
The proposed solar concentrators are easy to assemble, do not have expensive components in the design and are easy to maintain. The potential use of solar energy will reduce costs and increase productivity.
The implementation of the project will serve as a significant impetus for the development of the regions, providing the population with jobs, fresh drinking water and agricultural products, and will also significantly optimize energy consumption while maintaining the region’s environment.
The presented new technologies will allow achieving maximum efficiency in the use of energy resources and creating new business opportunities in the field of food supply.
